1. Structural Shortage of High-Resolution Weather Data

• The accuracy of predictions for regional microclimates (urban heat islands, coastal/mountainous areas, industrial complexes, etc.) is compromised without a dense observation network. Existing observation infrastructure faces limitations in expansion due to construction/maintenance costs and operational staffing issues.

2. The Data Reliability Dilemma

• Participatory sensor networks offer high scalability, but issues arise that make them difficult to utilize for financial/insurance settlements. These include sensor quality variations, non-compliance with installation standards, lack of calibration, potential for manipulation, and unclear accountability.

3. The Problem of Value Distribution

• Without sustainable compensation linked to participants who produce and maintain the data, it becomes difficult to sustain network quality and coverage over the long term.
